Oct 28th, 2011 Paul Headley

Highways Agency Traffic Officers are not only to be found on most motorways they also patrol some 'A' class trunk roads.

It is an offence not to comply with their directions. If they are going to stop you they will attract your attention by flashing amber lights, generally coming up from behind you. They will direct you to pull over to the side of the road or hard shoulder by pointing and using their left indicators. You are obliged to follow their directions as soon as it is safe to do so. Once you have pulled over switch the engine off.

The Highways Agency Traffic Officers only operate in England. They must be wearing uniform if they want to stop your vehicle on safety grounds. Although they do not have powers of arrest their role involves working and keeping in close contact with the police.

Highways Agency Officers attend accidents and incidents on motorways and some major trunk roads. Assisting the police with minor accidents and breakdown, they may not have any powers of arrest but they will undoubtedly help people sort out exchanging insurance details and check that both parties have a valid driving license.

Having car, lorry, motorbike or van insurance is a legal requirement for each and every vehicle driving on the roads throughout the UK. If you don't have an appropriate license or valid insurance they will inform the police as driving without either or both is an offence.

The consequences of not having insurance are penalty points and the possibility of a hefty fine of up to five thousand pounds or a discretionary driving ban. If you already have penalty points on your license and when additional points are added for not having van insurance exceed twelve, it is an automatic driving ban.
